This diagnostic is not an order event and does not change order status. It defines the payload only; the runtime does not emit it yet.

client_id: Option<ClientId>Execution client responsible for the order, when known.
strategy_id: StrategyIdStrategy which submitted the order.
instrument_id: InstrumentIdInstrument traded by the order.
client_order_id: ClientOrderIdOriginal client order identity.
source: SubmissionRecoverySourceRecovery path which exhausted its budget.
retry_count: u32Native retry counter at exhaustion, not a count of wire requests.
ts_event: UnixNanosUNIX timestamp in nanoseconds when recovery was exhausted.
