Strict balance and allowance response for callers that require allowance evidence from GET /balance-allowance.

The plural Self::allowances map is the sole allowance authority. The legacy singular Self::allowance field remains public for source compatibility, but non-null wire values are rejected. Internal adapter balance-only consumers do not use this type.

Deserialization accepts only an absent or null value; use Self::allowances for evidence.
