Per-transaction L2 attributes.
The fields map to the upstream AttributeTypeInteg* discriminants. A
transaction whose attributes are all zero emits no aggregated attribute
hash and the body hash is the signed hash directly; populating any field
switches the encoder onto the aggregation path defined alongside
super::sign_tx.
