A single book level returned by the order-book REST snapshot and the WebSocket ticker / order_book / order_book_depth10 frames.

Lighter sends empty strings on the bid or ask side of a ticker frame when that side currently has no resting orders; [deserialize_decimal_or_zero] maps those to [Decimal::ZERO]. Downstream parsers must treat a zero-priced (or zero-sized) level as an uninhabited side, not a literal zero quote.
