Outbound JSON-RPC request frame. Used as-is by the WebSocket transport; the REST transport addresses the method by URL path and sends only params on the wire, but keeps the same id for telemetry.

JSON-RPC version tag; constant "2.0".

id: u64

Correlator chosen by the client.

method: &'static str

Method name (e.g. public/get_instruments).

params: P

Method-specific params payload.
