Asserts that an instrument’s own order book contains its eligible nonterminal cached orders.
Every own-book entry must match its nonterminal cached order’s projection field by field,
and every nonterminal cached order that should_handle_own_book_order accepts must be
present. Requires own-book management and a settled state: call it once queued commands
and events are processed, and not while an order awaits submission, such as a contingent
order held for its parent or an external-client order before its first event.
